Ticketless parking in Ellice Road car park, Oxted

There is a ticketless barrier system for the Council’s Ellice Road car park in Oxted, allowing drivers to access the car park without needing a ticket. The first two hours of parking will be free. Parking charges will apply from 8am to 5pm, Monday to Friday.

The Automatic Number Plate Recognition (ANPR) system will record the number plate of each car as it arrives and the barrier will automatically open. When visitors are ready to leave, they simply key their number plate into the payment machine and can pay using cards or cash. You will be charged if your vehicle is parked for more than two hours. 

Residents can now sign up for an online parking account. People who register will be able to drive in and out of the car park, without using the ticket machine. Payments will be deducted from a registered bank account fortnightly.

1. How does the online system work?

When you drive in, cameras will scan and register your number plate along with your time of arrival.  When you leave, drive up to the barrier where the camera will scan your number plate again, recognise you have a registered account and open the barrier to let you out.  

2. Can I register more than one car?

Yes, on the system you can register multiple cars.

3. How am I able to check that I am being charged the correct amount?

Once you have logged into your online account, you will be able to view your different registered vehicles, account and payment history.  You will also be able to update your payment card.

4. How often will charges be taken from my registered card?

Your registered card will be debited of any charges on the 1st and 15th day of every month.
 

With the introduction of ticketless parking to Ellice Road car park in Oxted in November 2017, we are able to offer Blue Badge holders the opportunity to register one vehicle with us which will give them ticketless access to the car park. Once registered, the Automated Number Plate Recognition (ANPR) system will then allow the driver to enter and exit the car park with no need to visit a pay station.

To register with our scheme you will need to provide us with copies of the following:

1.    Your Blue Badge (both sides).

2.    The number plate of the vehicle you use most when visiting our car parks.

You can provide these documents to our staff at Tandridge District Council Offices -  they will take a copy of your documents and register you immediately. Alternatively you can e-mail a copy to customer services and you will receive confirmation that your vehicle details have been added to the ANPR system.

This information will only be used in relation to ANPR and parking charges and will not be provided to anyone else or used for anything else.

Your registration for ticketless parking will be time limited to the date on your Blue Badge. Therefore, when your Blue Badge expires, you will need to re-register.

If the vehicle is using the car park without the Blue Badge holder being present, then the driver will need to go to the pay station to pay in order to exit the car park. If a vehicle is found to be using the free parking within our car parks without the Blue Badge holder present, we will remove the vehicle from the scheme.

If, as a Blue Badge holder, you are not using the car registered on the scheme, please park in the car park as normal and visit the Council Offices. We will issue you with a voucher to enable you to get free parking on that day. Alternatively you can call us on 01883 722000.

1.    I am a blue badge holder.  Will I still get free parking in Ellice Road car park, Oxted?

Yes. There are two ways to get free parking:

(a)     Register a vehicle with us (one vehicle per Blue Badge holder) which will enable the driver to enter and exit our ticketless car park with no need to go to visit a pay station. To register you will need to provide us with copies of your Blue Badge and your number plate. Either bring the documents to Tandridge District Council or e-mail copies to customer services.
(b)    Visit Tandridge District Council offices at the end of your visit.  You will be given a voucher to scan at the payment machine to provide you with free parking.

2.    If I am registered, will I still need to visit a payment machine?

No.  Once your vehicle is registered simply enter and exit the car park.  The cameras will register your number plate, know you are a Blue Badge holder and let you exit automatically.

3.    Why am I only allowed to register one car?  I have more than one car.

It is not possible to cater for all the possible change of situations or alternative vehicles being used, therefore please register the car you most regularly use.  If you visit the car park in a different vehicle, either pay for parking at the payment machine or visit the Council Offices and we will provide you with a discount code to scan at the payment machine for free parking.

4.    What happens if I get a lift from someone else? Am I still able to park in a disabled bay and get free parking?

Providing you display your Blue Badge, you will still be able to park in the allocated bays.  Either pay for parking at the payment machine or visit the Council Offices who will provide you with a discount code to scan at the payment machine for free parking.

5.    I am a visitor to Oxted, but have a Blue Badge.  How am I able to get free parking?

Please visit the Council Offices with a copy or photograph of your Blue Badge and we will provide you with a discount code to scan at the payment machine for free parking.

6.    Do I still need to display my badge?

In order to park in the marked disabled bays, you will still need to display your Blue Badge.   

The new ticketless parking system will allow business parking permit holders to enter and exit the car park without visiting a payment machine as the system will store their registration details and days / time of entry.

1. Do I have to visit a payment machine?

No. Your number plate will be registered on the system.  When you arrive at the car park, drive up to the barrier, the camera will register your number plate and the barrier will open.  Similarly when you exit the car park, drive up to the barrier, the camera will recognise your number plate and the barrier will automatically open.

2. What happens if the barrier does not open?

There is an intercom buzzer by the barrier which will put you through to our Customer Services team.  They will check you are a business parking permit holder and will open the barrier for you.  If this occurs more than once, please contact us so we can see if there is a technical problem with the system.

3. Do I still need to display my permit in my windscreen?

Please display your business parking permit in the front windscreen of the car, making sure it is visible at all times for enforcement officers.

4. Can I register more than one car on my parking permit?

Only one number plate can be registered per day for each business parking permit.

5. What happens if I change my registration number?

Please contact customer services who will be able to update their records.  Please allow at least five working days for your account to be updated.

6. Can I pass the permit to someone else when I’m on holiday?

If you are going to be away for longer than one week, you are able to transfer your business parking permit to another member of staff for that period. Please contact customer services providing at least five working days’ notice.

7. How can we provide feedback on the new ticketless parking system?

We will regularly review the system and make amendments as required.  To assist this, we would welcome your feedback together with any suggestions you may have. Please contact customer services.

There are numerous ways we can help businesses provide free or discounted parking to some or all of their clients. Please ask the Council for a set of QR codes which best suit your requirements. The motorist can then scan the QR code at the payment machine before they exit to get free parking. You will be invoiced for the amount spent on your allocated QR codes on a monthly basis. • Provide a specific defined amount of money off the overall parking charge (for example, a code worth 50p, £1, £2 or any amount).

Option 2 – Free parking period
• Provide your customer with a free parking period (for example, 2 hours free parking, 3 hours free parking).
