Scrap metal dealers

You must hold either a site or mobile collector’s licence, issued by us, if you are a scrap metal dealer or motor salvage operator. To apply for a licence and for information on the restrictions that apply visit

You will also need to apply for a Disclosure & Barring Service check.

We can refuse or revoke a licence if we consider a dealer is unsuitable. We can also specify additional conditions where an applicant or site manager has been convicted of a relevant offence. The Council and police have powers of entry, inspection of premises and certain record and can issue closure notices for unlicensed premises.

From April 2022, you will need to complete a tax check when you renew your licence as a:

  • Scrap metal dealer mobile collector
  • Scrap metal dealer site

The check should take a few minutes every few years and is to confirm that someone is appropriately registered for tax.
