Councillor conduct

The Council prides itself on achieving the highest standards of conduct from councillors and officers.

All councillors sign up to a code of conduct to ensure they maintain high ethical standards. Members of the public concerned about the conduct of a district councillor or parish councillor within the area can complain to the Standards Committee.

The Committee is chaired by an independent member. It includes district and parish councillors, as well as a further independent member and can only deal with complaints about elected councillors, which fall within the code of conduct. The Committee has put in place arrangements to deal with any complaints made by the public about such conduct. An independently chaired sub-committee will decide whether the allegation appears to disclose a failure to observe the code and, if so, does it merit investigation. If a complainant reveals a potential breach of the code has taken place, the allegation may be referred for investigation or other action. Once cases have been investigated, the Standards Committee will decide whether a breach has occurred, and if so, what action, if any, should be taken against the councillor.

If you wish to submit a complaint about the conduct of a district or parish councillor, your complaint should:

Include your name, address and other contact details.
Specify your status - whether you are a member of the public or a councillor or officer of the district or any parish council in the area.
Identify who the complaint is about and the council they are a member of.
Give details of the alleged misconduct and how you consider it has breached the code of conduct, including dates, witness details and other supporting information.

Your identity and a summary of the complaint will normally be disclosed to the councillor you have complained about. If you are concerned about this, please let us know in your complaint.
