Making an application

There are two ways to make a Building Regulations application, either by submitting a Full Plans application or a Building Notice application. On this page we explain about making your application. (Or you can refer to our booklet How to apply for Building Regulations consent )

Once you have read the information below you can use the link to download an application to print off. (If you do not have access to a printer you can call Building Control on 01883 732871/732852 and we will be happy to send the relevant forms to you.) If you are looking to make a retrospective application please refer to the page listed in the index titled "Retrospective applications".

1. Full Plans application options

A Full Plans Application sent by post requires you to submit:

Plan drawing
  • Two copies of the application form
  • A site plan
  • Two copies of the plans for checking
  • Your cheque made payable to Tandridge District Council/online payment

NB Where the Regulatory Reform (Fire Safety) Order 2005 applies, two additional sets of drawings will be required to allow consultation with the Fire Authority

 

2. Building Notice application options

A Building Notice Application requires you to submit:

  • One copy of the application form
  • A site plan
  • Any structural calculations or drawings relevant to the application
  • Your cheque made payable to Tandridge District Council/online payment

With a Building Notice work can go ahead without the submission of detailed plans. (Plans are therefore not approved and no approval notice is issued but we will send you an acknowledgement of your application.).

A Building Notice cannot be used where:

  • A building will be subject to the Regulatory Reform (Fire Safety) Order 2005
  • A building is to be erected fronting a private street
  • A building is to be erected over or within three metres of a public sewer.

Building control fees and individual fee quotes

The fees for the vast majority of the work we undertake are calculated from our standard fee tables below:

However following the new Building Regulations legislation effective from 1 October 2010 for larger projects, such as houses over 300m sq or single storey extensions over 100m sq we will provide an individual quote. Please be aware that all building control fees are calculated so as only to recover the actual cost of the building control service (and not make a profit) ensuring our customers receive the best possible rates. What the Building Regulations cover:

The Building Regulations cover structure, fire safety, ventilation, drainage and safety glazing. Click on the following link for more information Building Regulations Approved DocumentsThis link will open in a new window (This link will open in a new window)
Subject to certain exceptions, building regulation consent is required for the following work:

  • The erection or extension of a building
  • A material alteration of a building (such as underpinning, formation of a through lounge, partial removal of a chimney breast, installing replacement windows and glazed doors)
  • The provision, extension or alteration of sanitary equipment and drainage and certain heating, hot water appliances and domestic electrical work
  • A material change of use of a building ie converting a house to flats
  • Work relating to alteration of thermal elements or a change of energy status of a building.

Starting work
You must notify the building control office before you intend starting work. Notice must also be given when you reach certain other stages of work, for example:

  • Excavation of foundations
  • Concrete in foundations
  • Damp proof course and membrane
  • Oversite concrete
  • Drains layout and test
  • Occupation
  • Completion.

 

In addition to the above, the building control surveyor may want to see the:

  • Floor joist layout
  • Beams in position
  • Roof structure.

All notices of commencement of work may be given in writing, by telephone, fax or e-mail.

Completion of work

When work is completed a completion certificate will be issued provided the Council is satisfied the works have been adequately inspected and are properly completed. (You should safeguard this document as it will be important should you wish to re mortgage or sell you property in the future.)
