Why does household waste sometimes get collected, but not recycling and vice versa?

Recycling and waste are collected by separate vehicles and often not at the same time.

In bad weather conditions all drivers are required to assess conditions. When doing so they take into account the state of both the road and paths. Road and access conditions will include obstructions caused by parked cars and pedestrians using the road due to icy pavement conditions and crucially whether the vehicle will be able to exit safely.

A parked car may obstruct one crew and then be moved before another crew arrives, or vice versa.

Paths include pavements and paths of individual households.

Sometimes it is a simple mistake.
