The Gambling Act 2005 came into force on the 1st September 2007 and replaced existing gambling law. It transfered the responsibility for the licensing of gaming premises from the Magistrates to local councils, and introduced for the first time, a unified regulator for gambling, the Gambling Commission. Tandridge District Council has become 'The Licensing Authority' for its area.
Under the new Act three types of licences are required. These are:
A premises licence gives permission for a building or part of a building to be used for gambling activities. Particular conditions maybe attached to a premises licence, for instance opening hours and security measures.

The Gambling Commission is responsible for issuing personal licences and operating licences.
The Council has published a Statement of Licensing Policy and it is available for inspection at the Council Offices, Station Road East, Oxted RH8 0BT during office hours; a copy may also be viewed here. This statement of principles, which came into effect on 31 January 2007, was drafted at a time when many Regulations, Operating/Personal Licence conditions, Codes of Practice and Guidance were not yet published.
