If a minimum of 5% of electors, currently 3035, in the District request it, a referendum must be held to allow the electorate the opportunity to express a view on the way the Council operates eg having an elected Mayor, having a Cabinet etc.
In certain circumstances the Secretary of State for Local Government may also require such a referendum.
