Local Development Framework


A new system of local development planning

The Government has introduced some radical changes to the planning system and is replacing local plans with new Local Development Frameworks (LDF). The Council is working on its first LDF which will replace parts of the Tandridge District Local Plan.

Along with the South East Plan, which is the Regional Spatial Strategy for the South East of England the Local Development Framework will form the development plan for Tandridge.


The Programme for the Local Development Framework

The Council has prepared a "Local Development Scheme" (LDS) which sets out what individual Local Development Documents the Council will prepare together with a timetable for their production.

A copy of the Local Development Scheme 2007 Revision which came into effect on 27th July 2007 is available here.

The Council has been able to "save" many of the existing Local Plan policies beyond 27th September 2007, these saved policies will be replaced as different parts of the Local Development Framework are adopted.


Statement of Community Involvement

The Statement of Community Involvement sets out the Council's arrangements and standards for public consultation.


Sustainability Appraisal

The Council is required to carry out a Sustainability Appraisal (SA) of all emerging Local Development Documents. More information on the SA process, including published reports can be viewed on the Local Development Framework - Sustainability Appraisal page.


Annual Monitoring Report

The Council is also required to carry out monitoring of the Local Development Framework and at present the "saved" Local Plan policies. An Annual Monitoring Report (AMR) has to be submitted to the Government Office for the South East by the end of each year. The AMR contains a number of indicators that will be used to measure both how the Council is doing in terms of preparing the LDF and also how policies are performing.

Current Position (updated September 2008)

The Submission version of the Core Strategy was submitted to the Government at the end of December 2007 and was available for public comment until 28th February 2008. The submission version is available on the Tomorrow's Tandridge page. The Examination into the Core Strategy took place in June and July 2008, more information is available on the Core Strategy Public Examination page. On 15 September the Council received the Tandridge Core Strategy Examination Inspector's Report. The Inspector has concluded that, subject to the Document being changed in accordance with his report that it is sound. The next step will be for the Council to adopt the Core Strategy.
