Core Strategy Public Examination


Introduction

In December 2007 the Council submitted the Core Strategy Development Plan Document to the Secretary of State. The Secretary of State appointed an independent Inspector Mr David Vickery Dip TP MRTPI to conduct a Public Examination to consider the soundness of the Plan.

The final hearing session was held on 3rd July 2008, although the Examination remains open until the Inspector's report is received.

 


The Exploratory Meeting (EM) and the Pre-Examination Meeting (PEM)

The EM took place on Thursday 3 April 2008. The focus of the meeting was solely on key matters of concern about the Core Strategy upon which the Inspector required some clarification before proceeding further.

The Inspector wrote to the Council on Friday 4th April advising that he wishes to continue with the Examination. The Inspector has also produced notes of the meeting.

The Inspector held a PEM on Tuesday 22 April 2008. The purpose of the PEM was to provide an opportunity for procedural and administrative matters relating to the hearings later in the summer to be explained and discussed, together with the form and content of the hearings programme.

The Inspector prepared PEM Notes of the meeting.

Responses to Inspector's Requests

As the hearings progressed the Inspector requested that the Council and other participants respond in writing to various matters. Certain requests were outstanding at the close of the hearings, however all responses have now been added (as at 1 August):-

The Council has been asked by the Inspector to prepare and maintain a Schedule of suggested/"rolling" changes that emerge during the examination. Respondents are asked to monitor this schedule in case any changes are proposed that they may be interested in: CS Examination schedule of suggested rolling changes (Issue 10- 9 July).

 

A further consequential change to the text on affordable housing has been noted and is set out on the following Addendum to Schedule of Rolling Changes 31 07 08.

Anticipated date for receipt of Inspector's report

The Planning Inspectorate have confirmed that subject to no further work being necessary on the Core Strategy, the Inspector's report will be sent to the Council for a "fact check" by 12 September 2008. After checking, the report will be returned to the Inspector for finalising and the Council would hope to make it public after a couple of weeks.
