Council tax banding appeals

You can only appeal against the council tax band your house is in if:

  • If the value of your property has gone up because of building or other work done. Changes such as these only come into effect when the property changes hands - so the new owner would usually be the one to appeal.
  • If the value of the property has gone down because of demolition of part of the home, changes in the surrounding area or adaptations for disabled people. These changes should be notified as soon as possible.
  • If you start or stop using part of your property to carry out a business, or the amount of the property used for business changes.

But the fact that property values may have fallen since 1 April 1991 is not a valid reason on its own.

You can also appeal within six months of:

  • Moving home or having to pay council tax for the first time at your address.
  • A change to the band being made by the listing officer.

You should not appeal to the Council. You should contact the Listing Officer at The Valuation Office, 1st Floor Warwick House, 67 Station Road, Redhill, Surrey RH1 1DL or phone 01737 754000.

You must pay the council tax based on the present valuation band until the Listing Officer decides whether or not to change the band of your home. We will send you a refund if your appeal is successful.
