A permit is required to undertake a 'house to house' collection, under the House to House Collections Act 1939.
The Council will vet the suitability of the applicant and will check that the money and/or goods collected go to the stated purpose of the collection.
Collections generally take place from door to door including public houses and shops. Some of the larger well-known charities such as Christian Aid, Help the Aged etc, have a Home Office Exemption (HOE) from having to apply for a permit, but most of the smaller local groups and organisations need a permit before they can collect money (or articles which they intend to sell or give away).
Charities with an HOE are supposed to notify and agree with the Council forthcoming collections in their area. This is so that they do not take place at the same time as other local charities already issued with a permit or when other HOE charities are also collecting in the same area.
The following collections are being made by organisations that do not have a current Permit or a Home Office Exemption to collect, or they are HOE but have not agreed their collection dates with the Council.
Surrey Police, working in cooperation with the Council, have recently arrested a number of unauthorised clothing collectors operating in the Tandridge Area.

In order to ensure you have enough time to organise the Prescribed Certificate of Authority and Prescribed Badges it is recommended that the application is made at least two months before the date of the proposed collection.

Please note that if you have been granted a House to House Collection Permit by this Council, another permit will not be granted until we have received your Form of Statement (a return) in respect of that collection.

Charities are expected to ensure that their collections do not overlap with the dates other charities have already applied for and received permission for from the Council.
In order to ensure that overlapping of dates does not occur, TDC requires that all Direct Debit collections be agreed and the collecting organisation issued with a collection permit. All applicants should submit their applications at least one month prior to the collection date.
