All Employers with five or more employees are required by Law to provide a written document detailing the business's or organisation's general policy for health and safety and the organisation and arrangements for carrying out the policy.
The HSE have produced a template safety policy and risk assessment document for small businesses which can be accessed using the following link Small business safety policy and risk assessment

The HSE have also created a health and safety website for small businesses as part of the governments approach to reviewing how health and safety at work is achieved in low hazard and the voluntary sector, giving advice on safety policies, risk assessment, etc. this can be accessed using the following link:

Also further guidance on writing a health and safety policy can be found in the document "Writing your Health & Safety Policy Statement - How to prepare a safety policy statement for a small business" available from HSE Books.
