What is second adult rebate?

If you are the only person liable to pay the council tax on your home, but you share your home with one or more people who are over the age of 18 and they:

  • are not paying you rent for living in your home.
  • do not have to pay the Council Tax.
  • are not your spouse or partner.
  • have a low gross income.

you can claim Second Adult Rebate for them.

To do this you will need to complete and return one of our application forms, together with proof showing the gross income details of the other adults who live with you.

You do not have to supply us with details of your own income and/or savings, but if you do we will also do a calculation to see if you are entitled to main council tax benefit based on your details.

Once the calculation for main Council Tax Benefit and Second Adult Rebate have been made we will compare the amounts of benefit (if any) and award you the greater entitlement - you are not entitled to receive both.

Second Adult Rebate is calculated using the combined gross income of all the second adults living in the property. It is awarded on a percentage basis of your council tax bill.

How is Second Adult Rebate calculated? 

This is based on the income of the second (other) adult/s who are resident in the property. The claimant must be the person liable to pay the Council Tax, who would have been awarded single occupier discount, but for the other second adult/s living in the property.

  • If all second adults are in receipt of Income Support, Job Seekers Allowance (Income Based) Pension Guarantee Credit, Employment Support Allowance (Income Related), the claimant will be entitled to receive a 25% reduction.
  • If all second adults have a combined gross income of £180.00 or less per week the reduction will be 15%.
  • If all second adults have a combined gross income of between £180.00 and £234.99 per week the reduction will be 7.5%.
  • If all second adults have a combined gross income of £235.00 or more per week there is no entitlement to Second Adult Rebate.
